Hi All,

Thank you to John MacLeod for sharing the important information below about
the threat to the maintaining sustainable quantities of water for both
present and future generations. With the doom and gloom of climate change
hanging over us, it's critical that we all understand how the government
and corporate agendas are a threat so we can make change. I appreciate how
the Council of Canadians speaks out in favour of Indigenous peoples as the
original stewards of the watersheds. Our sacred rights and responsibilities
are inextricably linked to the conservation of biodiversity for all, and
the sustainability of the land and food system in the forests, fields and
waterways.

Please share this information widely. We can no longer be complacent on
these issues.

Dear John,

The B.C. government is getting set to introduce sweeping changes to how
water is regulated in our province.

While the regulation and monitoring of groundwater use is long overdue, the
government’s new Water Sustainability Act is still based on the outdated
"first in time, first in right" (FITFIR) framework established roughly *100
years ago* for surface water. FITFIR gives priority to older permits and,
during times of drought, will cut off access to newer permits.

Applying this model to groundwater not only limits water stewardship and
regulation in the public interest, it also *establishes a "gold rush"
approach for new groundwater licences.*

What’s more, the water permits will allow companies and other water users
to draw water for an *indefinite period of time.*

With growing water scarcity in B.C., we must take action now

The act also does not prioritize Indigenous water use even though
Indigenous communities are undisputedly "first in time" users. Instead, the
province asserts Crown ownership over water that *denies Indigenous
communities the ability to govern and steward watersheds* and water
resources according to their values and traditions.

Rather than caving to the pressure of industrial users, the province should
address the concerns and values of ecological health, the public interest
and Indigenous communities of these territories.
