[BCFSN] Welcoming the 18 ALC panel members, mostly new

Thanks, Linda!

I analyzed the results last night, and the majority views seem remarkably
consistent with BCFSN¹s. The only significant exception I noticed was in
item 11. 

(Incidentally, that happened to be a place where I too had diverged from
BCFSN while generally agreeing with its analysis.)
